You cannot lay off public safety workers, nor can you not pay them. I do believe the courts have ruled on that issue, and we should not do so.
That being said, the ratio of public safety to non is large enough that we can easily bring the budget into trim.
How about we quit being dramatic for the effect.

If the state would stop renting buildings from cronies and use all available space in buildings they own they could trim some fat.

The state is not in the mess is in today because of building rentals. The major problem in the state's fiscal problems has long been the legislature's "handling" of public sector unions and their pensions. In addition to the legislature's treatment of public sector pensions, they have geared up the laws to make it very difficult for public sector employers to bargain with unions. As a result, Illinois has one-sided collective bargaining laws, and a School Code full of "laws" which look like a collective bargaining agreement. If the unions could not get what they wanted at the bargaining table, they would simply trot down to Springfield and tell the legislature what they wanted.

legalize mariuana there would be more money for taxes OH ! wait a minute that would be too easy, if Colorado could do it. we could have more tax dollars and have Rauner ask his friends for some tax dollars.

I would like to know what the state brings in each year just on proerty taxes alone. It has to be in the billions! Is there a website that shows the annual income from property taxes?

For 2013 the Total came to 27.12 BILLION Dollars and some change. Plus the 40 Billion in INCOME Taxes the State Took from US. Plus the Sales Tax and then the Fuel Taxes we are looking at around 80-90 Billion from the Residents of this State. The Next Person that says IL does NOT have a SPENDING ISSUE STATEWIDE IS GETTING A SMACK ON THE SIDE OF THEIR EMPTY HEAD. The State took in Over 13 Billion in Sales Taxes for 2014. So there should NOT be a Shortage of REVENUE in this state for Everything it is called there is a MASSIVE Spending ISSUE STATE WIDE. Called way to Greedy Union Contracts for Teachers and State Workers. Tell me this FOT why is it that Every Teacher that retires gets to Bump their Salary 25% in the last 4 Years before they RETIRE. My Uncle did not when he did and HE is Bringing home MORE NOW as his Pension than he Ever had as a Base Salary thanks to that Compounding COLA the State offers. What is it a Way to SOAK the Taxpayers even MORE.

I was running over some of this with a person, it has been calculated that if we only took $ 10 a month off of each state aid payment, 800 Million a year would be trimmed from the budget. Just imagine how much we could save by trimming several thousand 100K plus a year employees.

The politicians can'r seem to get together on anything except raising their own salaries and staying in office for their slice of the $$$$ pie.

Democrats and Republicans in the statehouse appear deadlocked over a budget to fund Illinois government operations for the fiscal year.
But there are a few things that lawmakers or Gov. Bruce Rauner could do to put government in motion, even if they don't settle the issues dividing them.
The General Assembly could overturn the Republican governor's veto of a Democratic spending plan, which would allow some of the $36 billion to be spent. But the number of votes needed to override is a tall order.
The House could also approve a temporary $2.3 billion budget sent over by the Senate last week. But a similar measure failed in the House and Rauner is certain to veto it.
The House returns Wednesday and the Senate on July 14.
