The neighbor behind me has a dog that is tied outside all the time. This dog has one of those igloo type dog houses that is too small for it and it never goes into it. Most days it does not have water. The neighbor along side of this neighbor use to take it water but the neighbor with the dog put up a no trespassing sign and she quit doing it. Both the neighbor that gives the dog water and I have made calls to City Hall and other places. If anything was ever done I don't see any evidence of it. The dog remains out there day after day. I have never understood why people get dogs and treat them this way. I am at a loss as to how to handle this and it breaks my heart to watch it in the cold and rain. I am open to suggestions. The dog is at a tan house where Cable street becomes Roger Street.

call the animal control officer or she lives about 5 house upriver from the dam on smith douglas rd. and i think her user name might be my liz here on streator online if that fails call lasalle county animal control. i live on hoyne st. 1 block east. this dog must be registered with the city 15$ and have current rabies. and have water and food by law, a few years back i was in a jury for a lady not feeding or watering her dog in mendota a lasalle county cop give her the ticket cruelty to animal and was found guilty in lasalle county courthouse and the dog was taken and adopted. i would still feed and water the dog even if there is no trespassing signs up let the owner call the cops tell the cops they dont feed it or give it water, and if its the house im thinking of betcha they dont have city tag or rabies shots either is it the house behind old eves beauty shop? behind the huge gray garage?

the white dog? ..poor thing..was out last year during those bad snow storms too. apparently the animal control ofc didnt feel it was in danger..if its still there.

Yes - it is the dog behing the big grey garage. That is our garage. It is the white dog. I have called before but I am going to call today again. Super is right. Dogs are social animals and want to be with their pack.

Call Peggy Rizzo she will help . She helped us when dogs were left in 100 degree weather in house no air conditionor windows close. Dogs were barking for 3 days owners left them there.

Awww...that just sickens me to hear L1. Wouldn't you love to just once take someone such as that and do the same thing to THEM, grrrr!!! Upon reading this I was also going to suggest calling Peggy...AND also you might want to call Gary Wind too as well. NOW......if THAT doesn't resolve anything then you get on the phone and call PETA!!! I had an old friend staying here with me and her daughter called from another state hysterically because she'd witnessed the next door neighbor literally throw a dog off of a roof! She had called the local police department who in-turn sent out their ACO...and nothing got done. I told her then to call PETA......and man those people were RIGHT ON IT! They ended up within a few hours showing up .... and yes did take the dog from this idiot owner. M

Well, I spoke to our local ACO and also to Gary. Even though the dog house is sitting in mud and the dog does not use it, this is considered adequate shelter. I spoke to the neighbor that has been feeding this dog and she said that his water was frozen this morning so she poked a hole in the ice so it could get water and she fed him. She has been told to quit feeding him and when he gets skinny they can step in and do something. Sigh. I don't even think that should be a suggestion or option. It is not considered inhumane treatment to leave a dog out 365/24/7.

It is, in fact, considered "inhumane treatment" under the Illinois "Humane Care for Animals Act"
(510 ILCS 70/3) (from Ch. 8, par. 703) Sec. 3. Owner's duties. (a) Each owner shall provide for each of his or her animals: (1) a sufficient quantity of good quality, wholesome food and water; (2) adequate shelter and protection from the weather; (3) veterinary care when needed to prevent suffering; and (4) humane care and treatment.
It's a shame that those who are in charge of enforcing these laws seem to have no clue that they exist...

Gary explained that since there is a dog house back there it is enough. I was aware of the Humane Care for Animals Act and brought that up. My idea of humane and the laws part ways but I can't make them do anything.

lucky1, The thing about "adequate" shelter is - if it's minus 0 outside, a simple doghouse doesn't cut it unless it's heated...While it may be enough for now, it won't be on a very cold night...IMHO, those types of owners should be dressed in NOTHING but a fur coat, and forced to sleep in the "adequate" shelter being provided on a very cold night to see how they like it (if they survived)... Then look at the food issue - it states a "sufficient quantity" of WHOLESOME food and water, which is clearly not being provided according to you and others here...

Each owner shall provide for each of his animals: (a) sufficient quantity of good quality, wholesome food and water; (b) adequate shelter and protection from the weather; (c) veterinary care when needed to prevent suffering; and (d) humane care and treatment. A second or subsequent violation is a Class 4 felony with every day that a violation continues constituting a separate offense. In addition to any other penalty provided by law, upon conviction for violating this Section, the court may order the convicted person to undergo a psychological or psychiatric evaluation and to undergo any treatment at the convicted person's expense that the court determines to be appropriate after due consideration of the evaluation. If the convicted person is a juvenile or a companion animal hoarder, the court must order the convicted person to undergo a psychological or psychiatric evaluation and to undergo treatment that the court determines to be appropriate after due consideration of the evaluation.
This means they are guilty of a crime...I'd try contacting the Sheriff's office and see where they guide you...I say the Sheriff because these types of issues are handled by the county...

Just a thought to possibly give you comfort, Lucky1. As I recall those igloo houses are insulated to provide warmth in extremely cold temps. (Next time we talk remind me to tell you about my igloo info:-) Mr.R. built a house for our dog, and that was during the coldest of winters in the early '80's and I recall that Daniel would leave it, because it was too warm in there with sunlight,as we'd actually insulated the area too much, it was fine shelter in summer, but in winter he would be too warm during the day. So, he'd go in and out, but mostly he'd be out, checking out everything. And at night he was in, when we were back home, hopefully your neighbor is doing a similar routine with her dog, and possibly you are also sleeping when he goes in to eat and sleep. I am sorry for your canine neighor worries. :-(

The problem is that it would be hard to prove she doesn't give it food and water when it isn't wasting away. If they go to her house and she claims she feed the dog how can we prove otherwise. As for the dog house. I was assured twice today that the dog house is there and that is good enough. You and I know it isn't humane but the law does not agree. I agree with you on wishing the owner could spend a night in that dog's environment and see how it feels. Eva - the igloo house is sitting in mud. I have never seen that dog go into it. Wish I could find a bright spot here.
