Well it is hard to prove otherwise L1 if any dog is being mistreated unless they are skin and bones, and probably lethargic, and / or near death. EVA has a valid point, those igloo houses are insulated and depending on what kind of dog too...it might be more comfortable being outside of it. Let me ask you though, does this dog ever get to go inside, or do these owners ever spend any time with it? And they probably do NOT. Unfortunately so...it is a hard case to then prove and Peggy and Gary are right then on their assessment of. IT's a win / lose battle then...just thank God that the other neighbor does tend to the poor thing. Hence if she didn't...then it would be either and / or starving to death and at death's door. WHY oh WHY do some people get any animals...it just floors me to no end, but then again nine times out of then these people also have numerous children that they also don't care for properly either...just sad, so sad! This neighbor now has 2 dogs. The little dog is to be an inside dog but today when I returned from chruch at 11:15am they were both outside. I walked over and the water was frozen. I made calls to Gary Wind and Peggy Rizzo and left messages. The neighbor returned about 5:30pm. Both dogs were outside without water or food. The big dog will still be out tonight. I am hoping she took the little dog in but it is too dark to tell. This whole thing just makes me sick.

La Salle County Animal Control picked up the dog this morning. She signed the dog over to him. It will be taken to the vet to be checked out and spayed and then go to Pet Project to be re-homed.

Good. I hope the dog gets a decent home. Even iin this cold weather, Chester wants to do his business outside. I follow him around and when he is done, I shove all 3lbs of him into my coat and run back inside.

I wish there were more people like you that took the time to report abuse of pets to authorities. You are one in a million!! Just one word of advice, though, follow up on this dog with Pet Project that it actually made it out to their shelter. Hopefully, all will go as promised for this dog.
