Construction could begin as early as November for renovations at Streator City Hall, where the biggest change will be the relocation of the Streator Police Department to the lower level of the building with an offsite firing range, which will allow 20 percent more floor space for the department.
The City Council came to a consensus Tuesday to work with Prairie Forge Group as architects/engineers and construction managers for the project, which could cost up to $3.3 million. Prairie Forge estimates construction costs to be $2.1 million, the architect/engineer fee to be $360,000, owners soft cost to be $400,000 and bid alternates to be $440,000.
Formal approval of a contract is expected at the regular council meeting in August, followed by approval of a relocation plan. To save costs and to complete the construction in one season, the administrative department will move to an undetermined outside location for approximately five months while construction takes place.
Tom Tristano, president of Prairie Forge, presented the designs for the upper and lower levels of the City Hall, with plan for growth over the next 25 to 30 years at the minimal cost possible.
Features of the redesigned building include: separate heating ventilation air conditioning units for the upper level and lower levels; a public entrance to the police department on the west side of the building; compliant American with Disabilities Act entrance and alley traffic; covered parking and improved security at the rear of the building; compliant Department of Corrections detainee/evidence processing; card access controls with video and audio surveillance; ceiling and floor finishes; and new sprinkler system and water service.
Elements expected to remain the same are the drive-up window, administrative office locations, employee bathrooms, IT/communications/911, roof, windows and external shell, generator, electrical and vestibules/stairs exit.
Once the contract is approved, bid packages for plumbing, demolition and foundations are expected to go out in the next four to six weeks. The project is tentatively set to begin Nov. 1, with City Hall completed in May, the police department completed in August and community development in November 2016.
