You continue to claim "the way the City of Streator "attacks people...." but I've never come across it other than when it is you. I have not heard that from another single person. So after awhile, it does sound like whining. All you have to do is send a FOIA request for documents concerning Carl Lenard to cma@ci.streator.il.us to be able to read in the officer's own words how the Jam. 4th Main Street victim was threatened with arrest just for wanting there to be consequences for the confessed violent criminal. There is another report the following day documenting the victim calling SPD again wanting there to be consequences, but stating that he was just too afraid to talk to the attacking officer. It is all in the reports written by our City leaders. The officer wrote his own claims that Carl Lenard did confess to striking the victim in the face and to breaking a mirror off a car. The officer also writes that he told the victim that if he wanted consequences for the confessed violent criminal, he would be arrested too, yet offers no reason (other than wanting better for his community, such as proper enforcement of our laws) for the victim's arrest. Arrested if he wants there to be consequences for a confessed violent criminal, no arrest if he doesn't. Yes, you too will be able to see that the City's own report fails to state any other reason for or any claims from those involved to justify their attack on the victim who was just asking for better for the Streator area community.

And again, was the murder/assault in the City of Streator's Police jurisdiction or is that the County's? Again? Hasn't that already been cleared up? It was on Main Street that the confessed violent criminal was emboldened by having the City of Streator acknowledge that although they had video evidence to back up the violent crime he had confessed to, the victim was attacked for wanting enforcement of our laws here. Since you didn't seem to know which side of the City limit line he was standing on when he conducted the more heinous crime he was emboldened by the City to commit, do you think that he knew that he had stepped out of his shown criminal safe zone? The City/County issue is a good subject to discuss. I remember hearing the County leaders in talking about their investigation, that Streator sent a squad car to the scene when the call first came in, but I don't think they even mentioned the City of Streator when thanking those involved in helping put their case together. Did the City of Streator offer up to the County for their investigation, their knowledge that the suspect was already a confessed violent criminal? If after the murder, the City would have retrieved the video evidence of the confessed criminal's violence they acknowledge in their report, our City would have either provided it with my FOIA request, provided reason for redacting it, or they are violating our laws again. In another across the line case, this statement struck me Sheriff Tom Templeton told The Times. "We've made it clear we're going to work in Streator and wherever the investigation leads to the arrest of Merritte."I found it interesting that it wasn't worded more to indicate that they were working closely with the City of Streator on their investigation. It has occurred to me for a long time that our City has seemed to have a very strained relationship with the County. How did it come about that our 911 services are in Pontiac? Could our City leaders not work with other agencies? How is their tax grab legal battle against the County and school districts going? Has the City of Streator filed any new FTC complaints against businesses wanting to invest in our community? The City of Streator does seem very hard to work with, don't they?

Convictions or arrests? It didn't take any convictions or arrests for the City to falsely declare my family illegal on the cover of the newspaper or talk behind my family's back that we were supposedly sleeping at the Majestic although we weren't, did it? Do you really think that it takes arrests and convictions for us to talk about the public records results of taxpayer funded investigations? Chief Uranich's letter to Sgt Strand regarding his internal slap on the wrist punishment says "the internal investigation disclosed sufficient evidence to clearly prove the allegations of the complaints". Sgt Strand is part of a collective bargaining association that would have protected the officer from being punished for allegations if they were false, isn't he? If he were not guilty of the violations shouldn't he have challenged the allegations and punishment in court? Instead though Chief Uranich said that Strand "felt bad and accepted whatever punishment he had coming". Quest to bring Streator down? WTH are you talking about? Was your extraneous and inflammatory comment about my asking for better for my community being some "quest to bring Streator down" just supposed to create an emotional response from me, or do you really believe that having our laws enforced more properly to not embolden the criminals to commit more of their crimes in our community will bring Streator down? When Sgt Strand's escort moved to Streator to squat in my building and was stealing my property, SPD refused to even go question the thieving escort, then they filed a very incomplete and false report and seemed to go out of their way to try to protect her. Just a few days ago, we had another downtown business employee tell us about it being obvious that Jillian was working our Main Street. Certainly SPD must have also known about the escort's business too, don't you think? After telling about finding them, at their request, I did also provided SPD with the escort's business files in July. I am curious to know if here nine months later they have finished their investigation into her very local business dealings and how thoroughly it was looked into. Do you think that the City of Streator just shares your apparent thinking that actually enforcing our laws to not just embolden the criminals to keep committing their crimes here will just bring Streator down? Are law enforcement known escorts and confessed violent criminals the type of people that they want walking our streets? Do you seriously think that having less confessed violent criminals and law enforcement known escorts walking our streets will really bring Streator down? That seems so sad and negative. I like trying to be a much more positive person and think of how much better Streator could and would be (in my opinion) by having more proper enforcement of our laws to not just embolden the criminals to commit more crime victimizing the entire community (not just those living within City limits and paying the higher tax rates for the lack of services). I believe strongly that not having thieves, escorts, confessed violent criminals, etc. not just be emboldened to victimize more people in the area (so that there is less chance that another mother will be murdered and her child brutally assaulted) would be a good thing and should not bring Streator down but make it even better.

Nice peice of paper that you have taped up on your store front window. So you are now accusing the City of Streator of breaking your window of your store. Do you have actual proof that any one of the city workers, city council, fire department, or law enforcement of breaking your store front window? The window that is boarded up because you do not want to take the time to repair it?
Attention City of Streator Please Call 602-810-4308 for access, rather than break windows for you unwarranted searchers of my residence, sign on your store front window.

Most likely it is related to his FOIA requests of smoke calls. I would think the city can enter a building if there is a report of a possible Fire and that's probably what they did. If they used the opening that was already there (the broken window) it sounds like it would be a better option than busting down a door.

Do you have actual proof that any one of the city workers, city council, fire department, or law enforcement of breaking your storefront window? the window that is boarded up because you do not want to take the time to repair it? Attention City of Streator Please Call 602-810-4308 for access, rather than break windows for you unwarranted searchers of my residence, sign on your store front window. I am happy that you like the notices. Where ya been though? Those notices have been up there for over four months now. I thought that you were trying to keep your nose stuck in my business much better than that. The multiple "For Lease" signs with that same phone number have been on there much much longer. The City has had my phone number for many years. I personally gave it to our Fire Chief when he said that he would get back to me the following business day with the requirements for the Majestic, then I received a call about 20 minutes later from our City Manager saying that we needed "a deed in hand" in order for them to provide their requirements to be able to use the building. The Fire Chief had no problem getting ahold of me when they wanted to see if the flying pigs on my building were safe. It seems as though it would be common sense to call the property owner if they want to get in rather than damage property and risk safety forcing entry to search/inspect someone's residence, but not in Streator it seems. I'm not very confident that the notices will help. Nothing has changed since then, they could just be back out at any time to break more windows. Actual proof? Our City didn't have any actual proof that my family was doing anything wrong when they falsely declared us illegal on the cover of the newspaper, did they? I kept asking them to provide their proof, but they just refused. It seems that the Mayor also couldn't provide any actual proof for his industrial zoning requirement. Isn't it very clear that when Willy and other City leaders were talking crap about new business owners (who had just moved here specifically to invest in our community) behind their backs, that they didn't have any actual proof that anyone was sleeping at the Majestic? Not that it is any of your business, but yes, I do have actual proof of what they have done and I will be ready to show it at the appropriate time and place. The City knows what they have done. How would you even think that you would know that I just do not want to take the time to repair it? Haven't you realized that the City of Streator likes boarded over windows? Don't you remember how they kept their many boarded over windows on their Main Street property for many years? They had our City Hall in the shopping center with many boarded over windows, their taxpayer funded attorney's offices are there now and the City is handing huge amounts of taxpayer funded gifts to that "developer". You do understand that the City has all kinds of future tax money to hand away and have been boasting that businesses do not develop here without those huge taxpayer funded gifts, don't you? What if our City leaders put together another of their "hit it big" deals for one of their select "developers" to have another socialized business venture in my building, but they don't even want windows? There doesn't seem much sense in having struggling taxpayers here have to foot the bill to throw away some new windows, does there?

Yes anonymous, they can also use explosives to blow up your residence to check a fire. A simple phone call or knocking loudly on the door could be even a better option when there isn't even any signs of any fire, don't you think? All it would take is for someone to see a person blow some cigarette smoke out a window, or see your dryer vent emitting some steam and the City could be damaging your property to force unannounced entry into your residence. Makes it seem like a waste to replace any windows, don't you think? The details are all coming, be patient.

Yeah? Do you like following what I have to say better over there? Some there really seem interested in hearing what I have to say, don't they? It seems though that someone decided not to stand behind what they have to say and deleted their post, which also deleted some of my good responses. Did you see the ridiculous question about social, moral, and ethical responsibilities or the foolish drinking game idea proposed? Were there some happy alcoholics here Sunday morning? Kyle this is Melissa, you know the one who called you out for your lack of social, moral and ethical responsibility. Still waiting to hear why you aren't obligated to fix your trashy store front? Please keep your response on point, less then 250 words and if you could avoid using the phrases "waving their thingyes, public urination and city council" that would be greatly appreciated. Just to refresh your memory. I asked you why you weren't responsible for cleaning up your broken. plywood covered windows and the broken glass and trash filling your store front. Well, hello newest member, Melissa from facebook. Welcome to the darker side of social media. It is interesting that your first post is to ask your question of me again here, since some people here like to try to claim that no one wants to hear what I have to say, but I do know better. I'm sorry that you missed my answer on facebook when someone else decided not to stand behind what they have to say and deleted their post. I just happen to have a copy of my response to your facebook question. I'll post it below, but can't guarantee that it (or any of my posts) will follow any restrictions that you try to place on what I have to say. I had already posted there that our City leaders really seem to like boarded over windows, giving examples of the many poorly boarded over windows our City kept for many years in our downtown and the ones they've allowed others to keep for many, many years, didn't I? BTW, I do respect that you used your real name here and don't try to hide your identity. Social, moral, and ethical responsibility? What are you talking about? It seems that you couldn't provide any law that you think I may be breaking by having boarded over windows, so now you want to try to claim that it is somehow unethical or immoral to have boards over windows? Really?
It's not like I'm being paid by taxpayers tor, took an oath to, or entered into any contract to make sure that you didn't have to see a boarded over window, is it? Are you part of some religious or social group who believes that it is a sin to have plywood covering windows (but grown men being allowed to expose their peni s to urinate in the middle of our downtown streets is acceptable)?
On the other hand though, don't our City leaders take an oath of office and get paid by taxpayers to provide proper enforcement of our laws to not just allow confessed violent criminals and squatting thieving escorts to just be emboldened to victimize more people in our community?
Now to answer you question. I do not feel that I have a social, moral, or ethical responsibility to spend a lot of money providing drunks and our City leaders with expensive new windows to just smash out again just so that you don't have to look at some plywood, because I feel that I have so much more of a fiscal responsibility to my family.
You really can't be so ignorant as to think that it is wise to spend a lot of money replacing large windows when our City leaders just allow drunks to smash them out and not face any consequences for leaving the scene of their property damage and our City leaders just damage private property rather than simply calling the phone number posted on the property for their unwarranted and unannounced searches and inspections of my property, can you?
However, if there were someone actually wanting to lease the storefront, I certainly would then have more of a fiscal responsibility to (and would) replace the windows, wouldn't I?
Haven't you heard our City leaders boasting that development does not happen here without their huge taxpayer funding to socialize our business community? What if another developer jumps in bed with our City Manager to get the huge taxpayer handouts for another socialized business in my building, but doesn't even want windows there? Wouldn't it seem a shame to have taxpayers have to pay extra to have to throw away some new windows?

What are you talking about? It seems that you couldn't provide any law that you think I may be breaking by having boarded over windows, so now you want to try to claim that it is somehow unethical or immoral to have boards over windows? Really?" ..... Did I say legal responsibility? Social, moral and ethical responsibilities are the things that descent people do because they are right and proper actions, not because they are legally bound to do them. It's socially, morally and ethically irresponsible to keep your yard ( in your case your business) looking like a crap hole. That effects the people around you. It lowers their property values and decreases the quality of life for the people who have to live in that community. Descent people do the socially, morally and ethically responsible thing regardless of what others are doing or how others my be shirking their social, moral and ethical responsibilities. They don't look at the next guy and blame him and they don't point fingers, whine and say "but but but but he is doing it" ( in your case pointing fingers at the police, fire and city government). Doesn't matter what they do or don't do you still have a responsibility to act right. IF you respond to this by going off on one of your lengthy rants about what the police or city or fellow business owners do or don't do you are only proving my point that you are a whiner and a finger pointer who can't or won't hold himself responsible for his actions or lack of action. When you own a building the buck ultimately stops with you. You are ultimately responsible for what goes on in your building, who is in there, what they are doing. When you are a building owner you are ultimately responsible for the condition of your building, fixing what is run down and what others may have damaged. I don't expect you to understand this. Your ability for self evaluation, rational thought and personal responsibility is astoundingly bad.

Why isn't anyone questioning the litter in the business south of the hardware store? They had a rummage sale & left an eyesore for the shopping public to admire. So much for the big concept building.

Gee Melissa, if you can read would you please point out where you think I ever made any claim that I had read that you were saying there was a legal responsibility? Just because you seem to want to try to ignore that you were not able to provide any laws that you thought I was violating, doesn't mean that I can't still point that out, does it?
Our leaders have enacted laws to control what people's yards are allowed to look like, establishing the social, moral, and ethical responsibility to have yards look a certain way, haven't they? If not our laws, who, or what do you think sets the standards for how yards are supposed to look? Are you part of some religion or cult that creates some type of standards for how everyone's yards are supposed to look or whether or not they can have wood over windows while they wait for the City to talk about starting to do things differently so the windows aren't just busted out again?
As I've pointed out there have been many boarded over windows in our community for many, many years. Our City not only has just allowed them but has kept many of their own boarded over windows for many years in our downtown, showing that our City leaders seem to see them as perfectly acceptable. If many of our community members really saw boarded over windows as being so socially unacceptable, wouldn't they have been at City Hall a long time ago, asking our leaders not to keep and allow so many? Since our City leaders and the general public seems to see boarded over windows as being so acceptable, why should I worry about what a few people on an online forum think about them? Just because a select few see boards over windows as social, moral, or ethical violations, or grown men exposing their penis in the middle of the street as being acceptable (despite our laws), it does not make it so.
I used to worry much more about trying to make our community look better, however it seems that closed businesses with boarded over windows is what the City leaders here have preferred. They attacked my son when he was working hard to create business here and made it no secret that they didn't want us here. For the most part, I think they have gotten what they wanted. Now I have to think more of my fiscal responsibility to my family than providing some new very expensive pieces of glass for drunks and our City leaders to just smash out, without facing any consequences. Our City leaders have made it be socially acceptable to smash out windows and created the need for them to be boarded over.
I know that ultimately I am responsible for my building and I am sure that the windows will get fixed at some point, but until our City starts doing things differently or someone is interested in leasing, there really is no sense in sacrificing more expensive windows.
With so many other boarded over windows in our community for such a long time, do you really think that my boarded over windows are really having that much of an effect on the property values of others?
We do have many laws to define and control what is socially acceptable, don't we? It is illegal for people to expose their penis to urinate in our streets, isn't it? It is also illegal to assault others, isn't it? Despite our City leaders having social, moral, and ethical obligations to enforce our laws and control these negative impacts that many people do not want to be around, video recordings and police reports show that people are just allowed to walk away from these crimes without facing consequences.
Commercial properties on Illinois street had their values drastically slashed when the City greatly limited what type of business can be in them. The only reason stated for limiting the uses of these properties was that homeowners in the area didn't want to have to worry about the negative impacts of a bar being near them. The negative impacts of our actual laws not being enforced properly is lowering property values more than something that it seems our leaders haven't even seen a need for a law for, despite there being many boarded over windows in our community for so many years, don't you think?
Go right ahead and claim that I am whining because I point out that violations of our actual laws being allowed to create negative impacts have caused property values to be decreased , but my non-violation windows are just a very small percentage of the many boarded over windows allowed by our City, I really don't care. I will continue whining about the things that I think are wrong and point fingers at those who are responsible
