Big jackpot Illinois Lottery winners aren't getting paid. Without a state budget agreement two months into the new fiscal year, there's no authority for the state comptroller to cut checks over $25,000. That means smaller winnings can be paid out, but not the larger lottery wins. Susan Rick, who lives in Oglesby, Illinois, planned home fix-ups and a visit to her daughter after her boyfriend won $250,000 last month. But they were told to wait. Rick said that if the situation were reversed, the state would "come take it, and they don't care whether we have a roof over our head." Lottery spokesman Steve Rossi says state lottery, like every other state agency, is "affected by the budget situation."

Gee... If they don't have the money to pay lottery winners, then they don't have the money that's SUPPOSED to go to the schools from the lottery.

Profits from lottery sales go into the education fund. The state is behind on their payments to school districts. They don't need to cut a check to put profits in the fund.

I Live in IL and spent about 3 Weeks this summer while my kids where on Summer Break doing a Spreadsheet of all the Public Taxing Boding in IL CLOSE to 7 THOUSAND OF THE SUCKERS all their Revenue taken in from Taxes of all TYPES and the State of IL Tax Revenue then I broke it out with what went WHERE. Over 70% of close to 90 BILLION DOLLARS a YEAR goes to pay SALARIES of all the PUBLIC SECTOR WORKERS IN THIS STATE AND THEIR PENSION COSTS. How many Workers are there it comes out to about 3.8% total of the ENTIRE POPULATION IN IL WORKS FOR THE GOVERNMENT IN SOME FORM OR ANOTHER. 63 BILLION DOLLARS a Year in WAGES BENEFITS AND PENSION PAYMENTS Direct Costs not including the Retirees that are KILLING THE BUDGET. To put it in figures that people could understand a New Boeing 747-800 Passenger Plane is 350 Million I could Order 180 Brand New 747-800 PLANES enough to keep the Assembly Line in Washington State going for over almost 10 YEARS. That is what the Public Sector WORKERS COST US HERE IN IL. Nice to work for the GOVERNMENT HUH.
Yet the Chicago Machine refuses to even CONSIDER A CUT IN SPENDING that is why this state is the Shape it is in. I did this on my own and the figures are Scary People.

That is scary. Now they can't pay the lotto winners, but some of my friends will get that pension ck. This may just be wrong, but I heard that a retired circuit court judge geta a 5 figure a month pension. Don't know about the health care or other bennies. Heck, I don't know about a lot of State of Illinois stuff except for my tax payment.

That is correct...profits from the lottery go into the education fund.....and money originally earmarked for the education fund is then diverted to whatever the legislature decides. So yes, lottery money is used on education, but it is not like bonus or extra money above and beyond what would have been originally spent.

If your figures are correct then why are you so outraged over the number of government employees in Illinois. You say that 3.8% of the population is employed by a taxing body in some fashion. That means that for every one hundred people there are less than four people working as teachers, police officers, fire fighters, and any other position and the state and local level. Maybe it's just me but that percentage seems low.

Northsider they may only be 4 People out of 100 HOWEVER they SUCK UP OVER 70% OF EVERY SINGLE DOLLAR TAX WISE THIS STATE TAKES IN FROM EVERY SINGLE TAX THEY CHARGE. Think about the SHEER SIZE OF Government in IL. We have close to 8 Million People statewide that means over 200,000 PEOPLE WORK DIRECTLY FOR ALL THE GOVERNMENT TAXING BODIES we have in IL. 200,000 PEOPLE that for the Most part CAN NOT BE FIRED. 200,000 PEOPLE that when they retire get a Pension that they will collect more than they EVERY PAY INTO multiple times over. That was what the Figures Showed.
For Every Total Dollar this State gets in Revenue in Everything it Collects Statewide for Every Government Body only 30 CENTS of that dollar goes to provide Assistance to those that need it Medical Care for the Poor Keep the Prisons Running aka Keep the INMATES behind Bars. That 30 cents also provides the Squad Cars the Fire Trucks the Libraries the Courthouses and every Government Building. Sorry but the State Workers UNION needs to Agree to Take a MASSIVE PAY CUT to lower the OVERHEAD on what it is costing to RUN THIS STATE. Instead of trying for another 12% Pay Raise in their NEXT CONTRACT Plus OT after only 37 HOURS. When will it be ENOUGH FOR THEM OT after 2 Hours.

SPRINGFIELD, Ill. — Secretary of State Jesse White says Illinois’ budget standoff could lead to the electricity being shut off at the Capitol along with other issues related to late payments.
White sent Gov. Bruce Rauner a letter last week outlining problems, including that computer and software vendors have threatened to discontinue services that White says are critical. He says there also are potential security problems because the armored truck that removes cash from facilities is threatening to stop service.
Rauner and White spoke last week. Rauner spokeswoman Lyndsey Walters says there are similar operational issues throughout state government and the governor’s office is willing to help find solutions. She says Rauner also encourages White to push lawmakers to pass a budget.
Rauner and legislative Democrats can’t agree on a July 1 fiscal year budget.
