Longer hours M-Th look like its geared to being available to the public, starting at 8 instead of 9, and staying open till 5:30. Makes it more easily accessible to the public, no matter what shift they work. I bet they have more traffic m-th, than on friday afternoons.

city hall has a drop box for payments in city park and at city hall MM.

I was thinking along the same lines as you were MM. with the drop boxes it shouldn't be a problem for the people that get paid on Friday afternoon.

No, but it is a problem if you want to stop in to ask a question.
This started years back because the city manager liked to leave early on Fridays and not have to use a half day vacation. It carried over to employee contracts now.

Read that on The Times' website in an article dated July 8, 2014. So, as summer wraps up how will it end up being once the heat is switched on? I think that building has had problems since day one.
I know it's not located in the downtown area, but too bad they couldn't move the entire place to Oakland School.
