Tuesday, October 9, 2012 from the Streator Times paper:
Article's tle: Streator tightening grip on animal control The leash on animal control in Streator is expected to grow tighter.
In a Committee of the Whole meeting Tuesday, Animal Control Supervisor David Fussell presented the council with some language changes to an existing ordinance that would limit dog owners from tying their animals to a leash in the front of the house. Fussell said by tying their animals in the front of the house, government officials, including postal carriers and emergency medical technicians, could be deterred from approaching the house and completing business.
"That's been a significant problem over the last year as we've changed the procedure of delivering citations to the door," Fussell said. "The dog being unrestrained or on a leash in the front yard is how many mail carriers are being bit."
Fussell noted two provisions already in effect will be more aggressively enforced. The first is a dog-at-large, defined as a dog not under the owner's control. The second is a restraint requirement, which applies once a dog leaves the homeowner's property, the dog must be restrained. Fussell said in these instances, pet owners would be cited and taken to court."
Given that this article appeared in our paper, I would think the city would be able to help you with your problem and force the dog's owner to tie him in the back yard away from the generel public. Hope this helps you. I would recommend you mention this article when going to city hall to complain.

Mean dogs should be removed from the general public. There is a place for them, I guess, junk yard dogs. Sounds like that one needs a nice long drink of anti-freeze. Too bad the dog's owner is so irresponsible. I have no idea why some people think it's cool to have an intimidating dog. Long drink of antifreeze? That's mean and hilarious at the same time. We should get together for a couple of beers sometime! Lol I'm SO glad You find this funny as well. NOT COOL to EVEN JOKE about it.

God forbid that YOUR DOG get loose AGAIN and DRINK ANTIFREEZE that Someone has put out for KILLING CATS AND DOGS that are running LOOSE. Then WE WILL SEE how much of a JOKE YOU think it is. Just because a Dog is MEAN towards Strangers doesn't mean it's mean to EVERYONE.

People that leave Antifreeze out should be arrested and automatically do one year or MORE in prison. (cruel)

Well, finally got a live body at Animal Control this morning...Lovely getting woke up by a dog barking under your bedroom window, especially on my day off after working late last night... The answers were "No, they're not supposed to be tethering the dog out front", "Yes, they can be fined for not cleaning up the feces", and the ever popular "I will leave her (Animal Control Officer) the message and she will follow up on this"... If I don't see any change, or hear back within the next week, I will be taking video evidence up to City Hall and demanding that their ordinances be enforced...

Well, here we go again...Dog barking under my bedroom window, tethered out front, and another call to Animal Control...The lady I spoke with remembered me from the last call, and seemed (I use that word loosely) surprised that nobody has even called me back... What's the point in having an Animal Control Officer if #1 - they're never there and #2 - they don't respond to complaints when they are there?... She said there would be someone available after 12 noon, and she would relay the information...Again... Believe me, come 12 noon, I will be on the phone again...If I get no answer, I will be going up to City Hall and taking it to whoever I can...

Maybe with Nicholson leaving They MIGHT BE ABLE to afford ONE FULL TIME Animal Control Officer and NOT 2 Part-Timers that just push Paperwork. If You're not able to get some RESULTS try calling LaSalle County Animal Control OR Livingston County, whichever Co. You live in.

Believe me, I did call Gary @ La Salle County...Unfortunately, he told me that they aren't allowed to do anything in Streator "unless" they're called in by SPD or the city... Points out yet another serious issue at not only the city level, but at the county level as well...Why have these departments when they're not providing results?...There are laws in place for a reason, yet we have absolutely no one to enforce them?... What a joke...

The following info was taken from website showing all of Streator's city ordinances/codes. Pretty much everything you need to know about Streator's codes: library.municode.com/index.aspx?clientId=16061--------------------------------------------------- 6.04.060 Noisy animals. It is unlawful for the owner or person in charge of any dog or other animal to suffer or permit any such dog or animal to bark, howl, cry or make any other distracting, loud or unusual noise for a prolonged period of time to disturb the peace and quiet of any person, family or neighborhood in the city, and such disturbance of the peace and quiet is declared to be a nuisance. --------------------------------------------------- 6.04.130 Offensive odors. It is unlawful for any person to cause or permit offensive odors to emanate from the premises where animals are kept or housed. (Ord. 2000/01-28 ยง 2 (part)) --------------------------------------------------- I would ask for one of the city's code enforcers to reply to you as your neighbors would be in violation of the above city codes/ordinance. I would think that they would be more of a help to you with your problem than animal control. Insist you speak to one of the code enforcers. Good luck to you.
