A quick google search for B/N bike path crime brought up this:
Here in Bloomington/Normal, the Normal police had a program of "citizen bike ambassadors". These were volunteers who had an identifying vest, and a police radio and would ride the trails. Our instructions were not to confront, but to report and intimidating circumstances like the one described in the OP. I enjoyed my "patrols" and received many positive comments from users of the trail system saying it made them more comfortable.
The program had a good success in bring down crime and vandalism on the city's trails. Sadly not enough citizens joined in and the program shut down this year. It may be a good idea for local cycle groups to approach law enforcement to start up a similar program. altozwei
I could find no reports of "many muggings and assaults". The most dangerous thing that has happened to me riding my bike in Streator was somebody ignored me when I said "hi" And I ride my bike very regularly.
Sometimes I think the biggest problem with Streator is that Streator people themselves perpetuate this image that you have to walk (or bike) around with a loaded weapon.
