Hobby Lobby?
I have NO idea what the price might be but I think Hobby Lobby has just about EVERYTHING and is generally reasonably priced.
You might even be able to find a pattern / draft for constructing one there.
Isn't there a house on W. Main St. that has a lot of wood shelves and handmade wood items sitting outside for sale? They might be able to build something like that for you. Sorry I don't have a name or addy. (that would keep it local)
Good Luck,

I had difficulties opening the link to the "cupcake stand" site so I posted before seeing the product. When finally able to open it, it does look like a project where you could purchase everything you need at Hobby Lobby in whatever color you want..
It doesn't look that difficult and I bet Hobby Lobby has all materials needed to make one. Again, good luck.
