I do not think that this world will be able to survive without cell phones. Nice thought though to ban them. I worked at places that required you to have a cell phone. And if you did not have one, you was warned then after that was terminated. And if you did not answer you was warned then after that if again did not answer, you would be terminated. But yet at the same time, if you had your cell phone inside the work place, they did not like it neither.
Then there is the issue of teens having cell phones. Then the parents want their teens to call in a check in but don't worry about physically see their teens. And if as a parent/parents have cell phones also there is the cost of having more than one phone is expensive. Parents live outside their budget when allowing their teens having cell phones.
Cell phones are good to a point but bad to a point.

Can't do smoke signals. They're already trying to outlaw cigarettes. As if the vehicles don't put out more carbon monoxide.

I say go back to cb's.
Crash rates were low using a cb in the vehicle.
I still have all my base radios ,mobile radios and portable cb walkies talkies all 40 channels.
And guess what , It is free people. No monthly bills to pay to talk or text anyone.
Hell I remember back in the 80's when I was in high school all the teens had fun playing cb tag.
Now no one even still use cb's cause they are to addicted sounding like a dumbbuttthat can't talk right or spell due to texting with abbreviations.
Give up the cell phones and go back to cb radios.
