I thought I'd post this as a friendly reminder to pet owners now that spring is here (finally)... Now that spring is here, many people will be opening their houses for fresh air so we need to be mindful of our pets - Municipal codes 6.04.060 - Noisy animals.
It is unlawful for the owner or person in charge of any dog or other animal to suffer or permit any such dog or animal to bark, howl, cry or make any other distracting, loud or unusual noise for a prolonged period of time to disturb the peace and quiet of any person, family or neighborhood in the city, and such disturbance of the peace and quiet is declared to be a nuisance. Some people work odd shifts and, if your dog is outside barking for hours, it is a nuisance... 6.04.130 - Offensive odors.
It is unlawful for any person to cause or permit offensive odors to emanate from the premises where animals are kept or housed. Time to clean up from winter, as the odor doesn't just stay put... 6.08.050 - Restraint required.
Dogs must be on a leash, in an enclosed vehicle, or otherwise physically controlled by their owners or keepers when on any public way or public property. Within the lot lines of the premises occupied by a dog's owner, dogs shall be on a leash or shall be kept inside a fenced and secure enclosure. The owner must be in physical control of the dog if the dog is not restrained inside the owner's property lines. No dog shall be leashed in such a manner that could impede or otherwise interfere with the delivery of municipal or other government services to the owner's property, including without limitation the delivery of mail or reading of meters. As of last year, it is a violation to "tether" a dog in the front of your house... Theres an open lot next door, that all the neighbors take their dogs to relieve themselves. When it gets warm out, the smell is horrendous. Some people have no courtesy.

I agree, people should have enough respect to bring a pooper scooper along and a little bag.

There was a new "mound" in my backyard this AM. My neighbor lets me use his pooper scooper.

Yeah, its the amount of dogs using the same area, that the urine is just as much of a problem as the solid waste.
