a landlord have when it comes to repairs on a water leak inside the house? Our next door neighbor, whom is renting(plus being on section 8)rents the house. He noticed in the basement floor, water. And to find out the landlord thought it was a broken water line from the outside, and it was not. It was from the inside. Isn't it the responsiblity of the landlord to do the repairs? The landlord not only raised the rent, now, but told the neighbor that it is his responsbility to repair this issue. The renter was asking us whom was responsbile for the repair? In a polite way, just stated it was not my place to give advice.

The landlord owns the house and is thus responsible for the fix.

I would call the state agency that deals with this and question them about it..

It absolutely IS the responsibility of the Landlord to fix ANY and ALL issues related to the property (Tenant's Rights 101)...Not only that, Section 8 has fairly strict guidelines that include semi-annual inspections of the unit... I would advise your neighbor to write a "repair request" to the Landlord, send a copy via certified mail giving them a reasonable time frame (1 week) to make the necessary repairs, notify the water company that there is a leak, and report it to Section 8... I know someone who had a similar situation last year when there was a huge spike in their water bill, no "visible" signs of a leak because it was under the bathroom, the Landlord was out of state, and they (my friend) got stuck paying an enormous water bill...The water company only deducted a portion of the bill, AFTER the repairs were made... I did Sec 8 insps. No pass, no Section 8 $$$. But the owner can claim money from section 8 on repairs caused by the tenants. (That was a long time ago in a far away place. The rules might be a lot different here.)
