Unfortunately heroin steals a lot more than just fish. It has stolen beautiful dreams from Streator. I am glad that our community leaders have not buried their heads in the sand about this issue. I'm sure that it is not the best thing for there to be articles in the paper about Streator having such heroin problem. However without informing people that it is a problem and having open discussions of solutions, I think it would just continue to become a bigger problem. I haven't heard my detractors who like to say that I shouldn't talk about the problems that I see because bar violence has gone on for a long time and goes on other places, talking about how long heroin has been around and how many other places it is a problem. O I doubt that they really think that the drug developed over 100 years ago being a world wide problem would justify allowing it to steal any more of Streator's beautiful dreams. I never understood how they thought those type of factors justify allowing people to continue beating each other up in the streets. I am glad to see people focus on the drug issue too. I wont try to justify not taking action against that kind of problem and it should be talked about and addressed. We have talked before about the heroin in Ottawa. Heroin and other destructive illegal drugs are a menace to society. Us, detractors as you call us, would probably want more police resources devoted to fighting those type of drugs, than responding to bar fights. Most of the time, people wont press charges against the people they were fighting with and probably ending up drinking together or socializing the next night anyway. I have noticed on a few posts how you beg officers to take a statement and make an arrest or people fight in front of the cops with no arrests being made. You seem to always blame our elected officials. Are they the ones who tell the cops not to make arrests? Should there be some accountability for the chief or maybe the shift leaders, or maybe the officer themselves? Where is the order to not arrest people for fighting actually coming from? Last year, a young woman was hit by a guy that threw a punch toward another, who ducked. The responding officer spoke to this woman at length, trying to get her to press charges. No witnesses would speak to him, either. So, I don't think it's a matter of them ignoring charges, it's what they have experience in knowing what they can get to stick. Why charge and have court costs, cost of cop being in court, when the witnesses will not speak up.

Once garbage has been put out on the curb for pickup it is considered public. I believe the Supreme Court ruled on this matter. When the city had garbage collections there were a few times when law enforcement would ride with us to go through a suspects garbage without being noticed. It is crap that these scumbags will walk up onto someone's property and take what they want. I have had a couple things taken during the years also. I even quit putting up decorations because of a couple attempted thefts during the night. I would like to be able to put them out but standing guard with a paintball gun all night isn't for me. Maybe WE ALL should become more involved in neighborhood watch. A "paintball gun"...I've had dreams lately of catching them, but it's not with any paintball gun..... Hard to get people involved in Neighborhood Watch when for the people that would be involved ARE the working people and asleep during the night when they strike...how do you combact that ?? M

I am waiting to see the 1st person break the law installing a electric fence in the city . Whoever touches the wire or wires will get a good jolt and knock them on their asses leaving them in a daze. But it will make them think alittle not to steal from people.

Ok, so what did the City do now KYLE to p/o...YOU?? Nothing new, just them doing things as they always have, not listening to people and continuing to head our City in a direction of declining population and property values. God, I swear for someone such as yourself in business, you sure do know how to beat a dead horse. No wonder you get absolutely no support...especially when you find yourself in "need". We have so few people in business here, I'd think they would start listening and providing some support, but they seem to be striving for even more vacant buildings. I think they like me constantly talking about what they do, otherwise maybe they'd just start doing things differently. There is a sculpture in front of City Hall. Oh for cripes sake...and KYLE is having a cow over it then, eh? Thank you FOT.......... M No, I'm not having a cow (or they would probably hold a Special Meeting without allowing any public input). I didn't even say that I didn't like the sculpture. When my property was taken, the City suggested that because it was left outside that it was considered fair game. I was just suggesting the same about the property that they left outside. What's fair for private citizens should be fair for our City too, but they seem to have two sets of laws.

Left outside on the curb or in the alley are different than being on your yard. If someone takes something out of your yard it is stealing. If you put something out on the curb for the garbageman or in the alley it is public property. In your situation it is difficult because anywhere outside your building is public property with sidewalks all around it. You would either have to stand guard or mark it and not leave it out long.

What if I have a part of my building that is set in from the alley about 10' with a driveway leading up to a garage door? I thought that leaving some property outside that garage door for about 30 minutes one afternoon waiting for it to be picked up, should not make it be considered fair game. I was wrong though, so I would guess that the property, which seems about the same distance from the curb at City Hall, should also be considered fair game. How about that sheet of heavy steel just laying on the back step of 220 E. Main St., adjacent to the alley, below the illegal military surplus sign, is it fair game? I wonder how much it would bring at the scrap yard. What liability could be beneath it? Maybe someone should stand guard at that property.
